According to the FDA, it is safe to refreeze meat as long as it hasn’t been kept at temperatures above 40°F for more than two hours.
Vacuum-sealed meat may sometimes have a slight “gas” smell—that’s just the carbon dioxide used in the packaging and is perfectly normal. Once you open the bag and let it air out for a few minutes, the odor will dissipate, and the meat will smell fresh.
